Based in Germany, Sebastián brings more than ten years of experience operating at the intersection of health regulation, public healthcare coverage, market access, innovative therapies, rare diseases, oncology, and access to high-cost medicines. Throughout his career, he has helped address complex regulatory, financing, and policy challenges while promoting sustainable and equitable patient access to advanced therapies and precision medicine across Latin America and Europe.

Sebastián joins Thera with a distinguished public policy and regulatory career shaped by extensive experience within the Chilean healthcare system. For a decade, he served as a lawyer and health regulation expert at the Chilean Ministry of Health, where he participated in the design, implementation, and evaluation of policies and regulatory frameworks governing high-cost medicines, innovative therapies, rare diseases, oncology, public healthcare coverage, and health system financing.

During his tenure at the Ministry of Health, he contributed to major public healthcare initiatives, including frameworks associated with GES, the Ricarte Soto Law, high-cost oncology treatment programs, ministerial coverage mechanisms, and broader access policies for innovative health technologies. His work also included legal and regulatory advisory responsibilities related to bioethics, healthcare delivery, and clinical research, while becoming a recognized technical reference in litigation involving high-cost medicines and complex healthcare disputes.

Prior to his work at the Ministry of Health, Sebastián served as a lawyer at the Instituto de Previsión Social (IPS), advising on institutional governance, ethics, compliance, employee rights, and public-sector legal matters. He also worked as a Legislative Advisor at Centro Democracia y Comunidad, supporting legislative initiatives related to health, economic, and environmental policy before the Chamber of Deputies and the Senate of the National Congress of Chile.

At Thera, Sebastián will lead the firm’s Advanced Therapies & Precision Medicine pillar, helping clients navigate the regulatory, reimbursement, financing, health technology assessment, and public policy issues that shape the adoption of next-generation health innovations. His work will focus on helping organizations translate scientific advances into practical, implementable, and sustainable access strategies that improve patient outcomes and strengthen healthcare systems.

His expertise spans advanced therapies, precision medicine, health regulation, reimbursement and financing models, health technology assessment, rare diseases, oncology policy, patient access, multi-stakeholder engagement, and the legal and policy risks associated with healthcare coverage decisions. This multidisciplinary perspective allows him to bridge the worlds of scientific innovation, regulation, public policy, and patient access.
