
September 10th, 2026 – Thera Health Policy & Access is pleased to announce the appointment of Josefina Bascuñán Arellano as Senior Strategic Advisor – Healthcare Delivery & Integrated Care, further strengthening the firm’s capabilities in healthcare delivery transformation, integrated care, provider networks, clinical governance, healthcare quality, and health system implementation.
Based in Chile, Josefina is a physician and public health specialist with more than ten years of experience operating at the intersection of healthcare delivery, integrated care, provider network transformation, clinical governance, healthcare quality, and health system modernization. Throughout her career, she has helped organizations translate complex healthcare policy, operational, and organizational challenges into practical strategies that improve healthcare performance, strengthen health systems, and enhance patient outcomes across public and private healthcare environments.
Josefina joins Thera with a distinguished career spanning healthcare providers, government institutions, international organizations, academia, and consulting. Most recently, she served as Medical Manager for Providers at Bupa Chile, where she led initiatives related to provider-network development, ambulatory care transformation, clinical governance, accreditation, healthcare quality, and healthcare performance. Her responsibilities included the medical direction of a network of 35 ambulatory centers, leadership of accreditation initiatives across 20 IntegraMédica medical centers, coordination of clinical governance activities involving multiple healthcare facilities, and the implementation of innovative healthcare delivery programs.
Prior to her work at Bupa, Josefina served as Advisor to the Ministerial Cabinet of the Ministry of Health of Chile, where she contributed to major healthcare reform initiatives, including the implementation of the Universalization of Primary Healthcare Strategy and the development of a World Bank Program-for-Results operation designed to strengthen health system performance and implementation capacity.
She also worked as a consultant for the World Bank Group, supporting the evaluation of integrated primary care initiatives and contributing to the design of large-scale results-based financing programs aimed at improving healthcare delivery and system outcomes.
Earlier in her career, Josefina held leadership positions at the Asociación Chilena de Seguridad (ACHS) and Hospital del Trabajador, where she led projects related to healthcare quality, accreditation, research, innovation, medical education, and organizational development. Her experience also includes consulting work with Deloitte UK, research activities at Imperial College London, and teaching public health at the University of Chile.
At Thera, Josefina will lead the firm’s Healthcare Delivery & Integrated Care pillar, helping clients navigate the operational, organizational, and implementation challenges that shape healthcare transformation initiatives. Her work will focus on healthcare delivery models, integrated care pathways, provider-network strategy, healthcare quality, clinical governance, operational excellence, health system implementation, and the real-world adoption of healthcare innovation.
A defining aspect of Josefina’s profile is her deep understanding of how healthcare providers assess value, prioritize investments, evaluate operational feasibility, and adopt medicines, medical devices, diagnostics, and new models of care.
