Most recently, he served as Senior Legal Advisor at the Campaign for Tobacco-Free Kids, where he advised governments and international partners across Latin America, the Caribbean, Africa, and Eurasia on regulatory frameworks, public health governance, and the regulation of hazardous and addictive products. He represented the organization in international policy forums and supported the design and implementation of legislative and regulatory initiatives.

Previously, Daniel worked with the Pan American Health Organization (PAHO) as both an International Consultant and Legal Intern, supporting regional regulatory and public health policy initiatives throughout the Americas. His work included legal analysis, policy development, technical assistance, and capacity-building programs for governments and public health stakeholders.

Before relocating to Washington, D.C., he was Partner and Head of the Regulatory Litigation, Antitrust, and Life Sciences Practice at Albagli Zaliasnik, where he advised multinational pharmaceutical and healthcare companies on regulatory strategy, biosimilars, market access, competition law, and pharmaceutical policy. His clients included leading global healthcare organizations operating in highly regulated markets.

His professional experience is further complemented by research and policy work at the U.S. Federal Trade Commission and Georgetown University’s O’Neill Institute for National and Global Health Law, where he conducted comparative analyses on competition policy, healthcare markets, consumer protection, and global health governance.
