Based in Washington, D.C., Daniel brings more than 15 years of experience spanning global health governance, pharmaceutical regulation, competition policy, public health law, and regulatory strategy. Throughout his career, he has advised governments, multilateral organizations, civil society institutions, and life sciences stakeholders across Latin America and globally on complex legal and policy challenges affecting healthcare systems and access to health technologies.

Daniel joins Thera with a distinguished international career that combines public sector leadership, multilateral engagement, academic research, and private sector advisory experience. Most recently, he served as Senior Legal Advisor at the Campaign for Tobacco-Free Kids, where he supported governments and international partners across Latin America, the Caribbean, Africa, and Eurasia in strengthening public health governance and regulatory frameworks.

Prior to that role, Daniel contributed to regional health policy and regulatory initiatives at the Pan American Health Organization (PAHO), advancing efforts to strengthen health systems and regulatory cooperation throughout the Americas. He also served as Partner and Head of the Regulatory Litigation, Antitrust & Life Sciences Practice at Albagli Zaliasnik, one of Chile’s leading law firms, where he advised multinational pharmaceutical and healthcare companies on regulatory strategy, biosimilars, competition law, market access, pharmaceutical policy, and complex regulatory disputes.

His expertise is complemented by research and policy work conducted at the U.S. Federal Trade Commission (FTC) and Georgetown University’s O’Neill Institute for National and Global Health Law, providing him with a unique perspective on the legal, regulatory, and institutional dimensions of healthcare systems and life sciences innovation.

At Thera, Daniel will lead the firm’s Global Health Governance & Regulatory Policy pillar, supporting clients in navigating increasingly complex legal, regulatory, and policy environments across Latin America and beyond. His work will focus on helping organizations anticipate regulatory developments, strengthen institutional engagement strategies, advance evidence-based policies, and promote sustainable access to innovative health technologies.
